Thomason in CONM83 (page 385, page 401 in the pdf) has a very interesting article on finiteness conditions in K-theory and the Tate conjecture. He also mentions the Brauer groups and the Bass conjecture, and I think this article may contain some interesting ideas. See maybe also the failed papers of Harada just for other ideas.
